Upper Valley MEND’s rental program works to meet the urgent need for safe, comfortable rental housing at reasonable prices in the Upper Valley.

Upper Valley MEND’s rental housing program has 31 affordable rental units inside the city limits of Leavenworth. These units are located within ten different buildings: duplexes, triplexes and quadplexes.

All units are currently rented. Historically the portfolio has had an average of three unit turnovers each year. We cannot guarantee when a unit will become available.

Rental Criteria

To be eligible for Upper Valley MEND’s rental program, interested applicants must meet the following criteria.

Program requirements:

  • Gross (pre tax) household income must not exceed the Area Median Income (AMI) of the housing unit the household wants to rent, either 60% or 80% AMI. Income includes earned income, social security, child support, unemployment, retirement, any cash benefits, etc.

  • The unit must be a fit for the household, based on the number of people in the household and the number of bedrooms in the unit:

    1. 1-bedroom unit: 1-2 persons

    2. 2-bedroom unit: 2-4 persons

    (Households who have more than four members or who earn above the 80% AMI cap and are interested in future openings should email us directly at Kathia@uvmend.org and we will alert you if we have opportunities available in the future.)

  • The household’s gross monthly income must be at least double the rent amount. (For example, if the rental unit costs $1,002 per month, the household’s gross monthly income must be at least $2,004 to qualify.)

  • A clean credit report, including credit score higher than 620, free of judgements, liens and collections. No delinquencies over 30 days. No unpaid rental collections.

  • Each adult household member must complete a credit and criminal history screening as part of the application process. A final determination for eligibility will be dependent on rental, income and criminal history.

  • The apartment must be the households primary residence once the household moves in. The household must not own a home elsewhere.

Pricing

Upper Valley MEND’s rentals are set at two price points in an effort to meet the needs of the local workforce: 60% and 80% of Chelan County’s Area Median Income (AMI). To qualify for apartments in either category, the household can earn up to the maximum household income for that category, specified in the chart in the rental criteria section.

Rent amounts adjust annually at the time of lease renewal, and are based on US Department of Housing and Urban Development (HUD) rent amounts by income, published annually.

Water, sewer, garbage, snow plowing and landscaping are included in the monthly rent payment. Renters pay their own electricity bills through the Chelan County PUD.
